Where to file a complaint if your civil right has been violated by Court Employee incl. court clerk, judge, judge's support

1. Ms. Ann, experiences that a Department of Justice Employee or contractor has violated her civil rights or civil liberties with supported reasons listed below:
 
2. Court Clerk(s) of Supreme Court of United States has violated her civil right and commits discrimination against Ms. Ann based on her gender, race, and color, native origin by refusing to let Ms Ann know the status of the Case that she filed twice on 5th Aug.2010 and on 4th Oct. 2010.
 
3.Ms. Ann mailed certified mail, faxed, called to the Court Clerk office of United States to ask for status of her appeal filing and received no - response and or proper respond at all, said office clerk just fool her around by transferring her to different people of USA supreme Court and none of them gives her a proper answer for the simple question that she asks: what is the status of the appeal filing filed by Ms. Ann.

2. She filed an appeal from MS Supreme Court for its violation of her human right/ civil right / constitutional right by refusing to make an order to enforce the minor child-mother access (visitation) etc.
3. Said cause no. what Ms. Ann appealed in trial court / 3rd district court of Mississippi is 06-09-0425

What Help Ms. Ann wish to get through this complaint with Department of Justice Office of the Inspector General
 
1. Urge Court Clerk of USA Supreme Court to give a proper answer about her appeal filing status with said court
2. Urge Court Clerk of USA supreme Court to give Ms. Ann  an explanation why said court clerk has refused to let her know her appeal filing status with said court for nearly a year
3.Urge USA Supreme Court to process her appeal filing with said court in a speedy method because said court's clerk has been in fault to prevent her appeal filing to be heard and being judged for nearly one year
